Minimum FJD 300,000 in foreign investment must be brought into Fiji within 3 months of incorporation for unrestricted activities (set by the Investment (Reserved and Restricted Activities) Regulations 2022). Scheduled restricted activities carry higher thresholds, and the responsible Minister may waive the amount on economic or skills grounds. Reserved activities are closed to foreign investors entirely.
⏱️ Duration
Three-Year Investor Permit for investors showing proof of offshore funds injected into the local economy; a longer permit of up to 7 years is available for larger, established investments. Renewable/extendable.
👪 Dependants
Yes
Spouse and financially dependent children may be included. Each dependant must provide certified copies of marriage and birth certificates, a medical report (within 3 months), and a police clearance.
🛂 Citizenship Path
Yes — after 5 years
The Investor Permit is itself a residence permit. It may lead to Fijian citizenship through naturalisation under the Fijian Citizenship Act 2009 after five years of lawful residence within the preceding ten years, provided the applicant demonstrates good character, language knowledge, and intention to continue residing in Fiji.
The Fiji Investor Permit is a residence permit allowing foreign nationals to live in Fiji while operating an approved business investment. Established under Section 9(2)(c) of the Immigration Act 2003 and Regulation 39 of the Immigration Regulations 2007, the permit is administered by the Ministry of Immigration. The underlying business investment is governed by the Investment Act 2021, which (with the Investment Fiji Act 2022) took effect on 1 August 2022 and replaced the older Foreign Investment Act 1999. Two tiers exist: a Three-Year Permit for investors who can show offshore funds injected into the local economy, and a longer permit of up to seven years for larger, established investments.

Duration & Renewal
The Three-Year Permit is valid for 3 years, with a longer permit of up to 7 years available for larger established investments. Extensions require a request letter, recent passport photographs, certified passport copy, current immigration stamp, latest local bank statement, police report (within 12 months), and medical report (within 3 months). Extensions must be lodged at least one month before expiry. The extension fee is FJD 650.05. After five years of lawful residence within the preceding ten years, holders may apply for Fijian citizenship through naturalisation.
Family Members
The applicant's spouse and financially dependent children may be included. Each dependant must provide certified copies of marriage or birth certificates, a medical report (within 3 months), and a police clearance. No separate investment requirement applies to dependants. For extensions, dependants must provide the same documentation as the primary applicant.
Tax Implications
Fiji residents are taxed on worldwide income; non-residents are taxed only on Fiji-sourced income. Tax residency is determined by domicile, place of fixed abode, and time spent in Fiji — presence for more than half the income year may trigger resident status. Resident personal income tax: 0% on the first FJD 30,000, 18% on FJD 30,001–50,000, and 20% on the excess above FJD 50,000. A Social Responsibility Tax applies on income over FJD 270,000, producing an effective top marginal rate of about 39%. Non-residents are taxed at a flat 20% from the first dollar.
Application Process
The process involves multiple agencies and is completed in stages:
Business registration: Register the business with the Registrar of Companies under the Companies Act 2015, obtain a Tax Identification Number from Fiji Revenue & Customs Service, obtain Reserve Bank of Fiji approval for capital/share issuance, and obtain a business licence from the local council. Since the 2022 reforms, Investment Fiji no longer issues a Foreign Investment Registration Certificate; investors register directly and submit an investment update report within 3 months of incorporation.
Remit the investment: Bring at least FJD 300,000 into Fiji within 3 months of incorporation for unrestricted activities.
Immigration application: Submit the completed application form and all required documents through the IMMI HUB online portal (immihub.immigration.gov.fj) or in person at the Ministry of Immigration, 40 Robertson Road, Suva. The application fee is FJD 650.05. Standard processing time is 21 working days; payment confirmation takes 3–5 additional working days.
Upon approval, the investor must operate the approved business and maintain the investment. Workers employed by the business must be registered with the Fiji National Provident Fund. Annual reporting to Investment Fiji is required under the Investment Act 2021.
