Indonesia's Silver Hair Visa (also known as Visa Rumah Kedua Lansia) is a premium retirement residence permit for foreign nationals aged 60 or older, offering 5 years of stay without requiring a local sponsor. Classified under visa index E33E, it forms part of Indonesia's Golden Visa framework and was introduced under the Minister of Law and Human Rights Regulation Number 22 of 2023, as amended in 2024. It is administered by the Directorate General of Immigration. The key distinction from the standard Retirement KITAS (E33F) is that the Silver Hair Visa does not require a local sponsor, grants 5 years of residency directly, and requires a USD 50,000 deposit in an Indonesian state-owned bank.
The visa is issued for 5 years and renewable for an additional 5 years. Applications can be submitted online via evisa.imigrasi.go.id before the current permit expires. After holding the visa continuously for 5 years, holders may apply for a KITAP (Permanent Stay Permit), valid for 5 years and renewable indefinitely.
Holders may sponsor eligible family members (spouse and dependent children) to reside in Indonesia. Each dependant applies for their own ITAS with the same multiple-entry benefits as the main applicant. Dependant visa validity matches the main applicant's permit period.
Government fees: IDR 28,000,000 to IDR 35,000,000 for 5 years, inclusive of VITAS, ITAS, and multiple re-entry permit. Processing takes up to 40 business days.
Silver Hair Visa holders who do not work or earn income from Indonesian sources may be classified as non-tax residents. Individuals present in Indonesia for 183 or more days become tax residents and are subject to tax on worldwide income. New tax residents may qualify for a 4-year exemption on foreign-sourced income under the expatriate tax facility.
Unlike the standard Retirement KITAS, no local sponsor or travel agency is required:
Holders may not engage in any form of employment or business activity in Indonesia. The visa is strictly for retirement purposes.
The USD 50,000 deposit must be maintained throughout the visa period. The deposit remains in the applicant's personal bank account and is not forfeited, but withdrawals below the USD 50,000 threshold constitute a violation of visa conditions and may lead to visa revocation. The deposit must be placed in a state-owned bank specifically (Bank Mandiri, BNI, BRI, or BTN), which may limit banking options. Processing times of up to 40 business days are significantly longer than the 5-10 days for the standard Retirement KITAS. The Silver Hair Visa includes an unrestricted multiple re-entry permit, allowing holders to enter and exit Indonesia freely without needing separate re-entry permits.
