Tanzania's Residence Permit Class A is the country's investor residence permit, enabling foreign nationals to reside in Tanzania while engaging in self-employed investment and business activities. The permit targets foreign investors, entrepreneurs, and self-employed professionals who wish to establish and operate businesses across sectors including mining, agriculture, manufacturing, hospitality, real estate, IT, construction, and trade. It sits alongside Class B (employed expatriates) and Class C (retirees, researchers, missionaries) within Tanzania's three-tier residence permit system.
The permit works in conjunction with the Tanzania Investment and Special Economic Zones Act, No. 6 of 2025 (in force 1 July 2025), which repealed and replaced the former Tanzania Investment Act, 2022 and merged the Tanzania Investment Centre (TIC) and the Export Processing Zones Authority (EPZA) into a single body, the Tanzania Investment and Special Economic Zones Authority (TISEZA). TISEZA now issues the certificate of incentives, and holders receive an automatic immigrant quota of up to five persons during the start-up phase. Investors in Zanzibar may alternatively register through the Zanzibar Investment Promotion Authority (ZIPA).
The permit is issued for up to 2 years initially and is renewable for successive periods of up to 2 years each, with total validity generally not exceeding 5 years. However, investors who have held a permit for 10 or more years and made substantial economic contributions may receive further renewal at the Commissioner General's discretion. Renewal requires resubmission of full documentation.
Spouse and dependent children may be endorsed on the holder's residence permit. A separate dependent pass application is required at USD 550 per dependant. Required documents include a marriage certificate (for spouse), birth certificates (for children), and passport copies. Male children above 18 are not eligible as dependants. Children under 18 attending schools in Tanzania should apply for a separate Class C student permit.
Individuals present in Tanzania for 183 or more days in a tax year (or averaging 122+ days over 3 years) are considered tax residents and subject to progressive income tax up to 30% on worldwide income. Non-residents are taxed only on Tanzanian-source income at 15% (employment) or 20% (other income). Corporate income tax is 30% for businesses registered in Tanzania. TISEZA-registered investors may qualify for additional tax incentives through the certificate of incentives.
The Class A permit authorizes only self-employment in the registered investment activity. It does not permit employment by a Tanzanian company (that requires a Class B permit). Investor-employers must prepare succession plans for transferring knowledge to Tanzanian citizens and establish training programs for local staff.
Applications are submitted online through the Immigration Department's e-Services portal. The process involves creating an account, completing the form, uploading certified documents, and submitting electronically. Applications must be submitted while the applicant is outside Tanzania.
TISEZA-registered investors can apply through the TISEZA One Stop Centre for expedited processing. ZIPA handles applications for Zanzibar-based investments, with processing within 14 working days.
Upon approval, applicants must pay fees within 60 days (or the application is automatically deleted), then attend biometric enrollment at the nearest Immigration Office. The permit is issued within approximately one week of enrollment.
Fees: The current TISEZA-published Class A permit fee is USD 3,050 for non-EAC investors, USD 1,550 for East African Community citizens, and USD 1,000 for diaspora investors, plus USD 50 per dependant. The TISEZA certificate-of-incentives facilitation fee is TZS 4,000,000 (local-majority shareholders) or TZS 6,000,000 (foreign-majority or joint venture), plus a 10% permit facilitation fee. Re-entry pass costs USD 50 per person.
Naturalization requires at least 7 years of residence within the 10 years preceding the application, with the final 12 months being continuous. Additional requirements include knowledge of Kiswahili or English, good character, and demonstrated contribution to the national economy. The naturalization fee is USD 1,500.
