The Cambodia My 2nd Home (CM2H) programme is a government-approved residence-by-investment scheme that grants foreign nationals a 10-year renewable Golden Visa in exchange for a minimum USD 100,000 capital investment in government-approved real estate projects. Launched in June 2022, it is administered by the General Department of Immigration under the Ministry of Interior, with operational management delegated to the Khmer Home Charity Association (KHCA). It is the only official government programme recognised by the Ministry of Interior for long-term foreign residence via investment, and it includes work authorisation and a pathway to Cambodian citizenship after 5 years.

Investment Options

The USD 100,000 investment is paid to the KHCA in two instalments: USD 30,000 initially for Ministry approval processing, then USD 70,000 for application completion. This amount includes 10-year CM2H membership and property allocation in an approved real estate project. Funds are directed to government-approved developments rather than property of the investor's free choosing — approved projects include Borey Nadi by GC City, La Vista One, Soleil 88 Phase II, and others. Foreign nationals may own condominium units from the first floor up (not ground floor) and cannot own land directly.

Duration & Renewal

The Golden Visa is valid for 10 years with multi-entry privileges, allowing unlimited entry and exit. The visa is renewable, though specific renewal procedures and fees for the post-initial period have not been published.

Family Members

Spouses and children under 18 may be included in the application. Parents and children over 18 cannot be included and would need separate immigration arrangements. After the main applicant obtains citizenship, family members may apply separately at approximately USD 5,000 per dependant. The KHCA assists with school enrolment for children.

Tax Implications

Cambodia taxes residents on worldwide income at progressive rates of 0-20% after 182 days of physical presence annually. Non-residents are taxed only on Cambodian-sourced income. Corporate income tax is a flat 20%.

Application Process

The application follows a five-step procedure:

  1. Verification — Submit the registration form, identity documents, background proof, and certificates. The Ministry of Interior verifies eligibility.
  2. Application — Complete the full application with financial documentation (bank statements, income proof, asset certificates) and personal documents.
  3. Approval — Obtain Ministry of Interior approval and submit a Sales & Purchase Agreement for an approved property project.
  4. Preparation — Receive a CM2H membership number, accommodation and business advice, local bank account assistance, visa for Cambodia stay, and membership card.
  5. Move — Arrange accommodation upon arrival, obtain a health insurance certificate, begin business operations, and acquire a work permit within 30 days.

The CM2H visa is issued within 10 working days after approval, with the overall process taking approximately 1 month.
