Georgia's Investment Residence Permit is a five-year residence permit for foreign nationals who make a qualifying investment of at least USD 300,000 in Georgia. Eligibility is available either through business investment confirmed by a certified auditor's report, or through ownership of non-agricultural immovable property with a certified market value exceeding the threshold. The permit is administered by the Public Service Development Agency under the Ministry of Justice.

Investment Options
  • Business investment: At least USD 300,000 equivalent in GEL invested in accordance with the Law of Georgia on Investment Activity Promotion and Guarantees, confirmed by a certified audit report.
  • Real estate: Ownership of non-agricultural immovable property with a market value exceeding USD 300,000 equivalent in GEL, certified by an assessor accredited by the Georgian Accreditation Centre. Agricultural land does not qualify.
Requirements
  • Must be lawfully present in Georgia at the time of application
  • Investment confirmed by a certified auditor (business) or accredited property assessor (real estate)
  • Written recommendation from a member of the Georgian Government (minister) or from three Georgian citizens authorized to represent a Georgian business entity
  • No criminal conviction within the past 5 years; must not pose a threat to state security or public safety
Annual Turnover Requirements (Business Investors)

Business investors must submit annual documentation from the Revenue Service proving the following minimum turnover thresholds:

  • Year 1: at least USD 50,000 equivalent in GEL
  • Year 2: at least USD 100,000 equivalent in GEL
  • Years 3–5: at least USD 120,000 equivalent in GEL each year

Failure to meet these thresholds results in permit termination. Turnover requirements do not apply to holders whose investment is based solely on real estate ownership.

Duration & Renewal

The permit is initially granted for 5 years. It can be renewed before expiry by submitting updated investment documentation and annual turnover reports. The maximum total temporary validity is 12 years. After 5 years of holding the Investment Residence Permit and meeting all annual turnover requirements, holders may apply for a Residence Permit for Indefinite Stay (permanent residence). Georgian citizenship may be pursued after 10 years of continuous residence, subject to Georgian language, history, and law examinations.

Family Members

Spouse, minor children, and fully dependent beneficiaries or disabled persons may obtain the same Investment Residence Permit. Family member applications require: application form, copy of travel document, proof of lawful stay, copy of the principal investor's residence permit, kinship documentation (marriage or birth certificate), a 3×4 cm photograph, and the service fee receipt. Tax Implications

Georgia taxes residents (those present 183+ days per calendar year) on Georgian-source income only. The flat personal income tax rate is 20%. Dividends and interest are taxed at 5% withholding. Rental income from residential property and capital gains from residential property sales are taxed at 5%. Tax residents must file annual tax returns.

Application Process
  1. Make the qualifying investment and obtain supporting documentation (audit report or property assessment).
  2. Secure the required recommendation letters.
  3. Submit the application in person at any Public Service Hall branch in Georgia, along with all required documents and the service fee.
  4. The Public Service Development Agency reviews the application within 30 calendar days (20 or 10 days for expedited processing at additional cost).
  5. Upon approval, collect the biometric residence card within one month.

Application fees: GEL 300 (30-day processing), GEL 450 (20-day processing), GEL 600 (10-day processing). Residence card issuance: GEL 60–150 depending on urgency.
