Jordan's Residency by Investment program grants five-year renewable residence permits to foreign nationals who purchase qualifying real estate in Jordan. It operates under the Investment Environment Law and criteria set by the Council of Ministers, most recently revised on 15 July 2026. That revision replaced the previous flat JOD 200,000 threshold with a tiered structure based on property location and seller type: JOD 200,000 for property bought from a licensed developer or housing company in the capital, JOD 300,000 for property bought from a non-developer seller, and JOD 150,000 for property located outside the Capital (Amman) Governorate. The program offers unrestricted entry and exit, access to education and healthcare, and the right to reside with family members. It does not lead to citizenship.
The property's appraised value (not the purchase price) determines whether the threshold is met, and it cannot be sold, mortgaged, or transferred during the 5-year residency period.
The residence permit is granted for 5 years and is renewable indefinitely as long as the property investment is maintained. Renewal requires review by a technical committee and final approval by the Ministry of Interior. The investor must maintain ownership of the same property (at the same appraised value) or purchase a new qualifying property. The permit becomes invalid after 6 consecutive months of absence from Jordan.
The investor's spouse and dependent children (and, per the investor dependant rules, dependent daughters, unmarried sons under 24, and dependent parents) are eligible for residency under the same application. Family applications should be submitted to the Jordan Investment Commission or Ministry of Investment prior to the property purchase so all members can be included. Dependants receive the same 5-year residency term as the primary investor.
Jordan levies income tax on worldwide income for residents at progressive rates. Jordan has tax treaties with over 35 countries.
The investor identifies a qualifying property and submits an application to the Jordan Investment Commission or Ministry of Investment, which now acts as the single administrative window. The property is appraised by the Department of Lands and Survey to confirm it meets the applicable threshold. After submitting the application with all required documents, security clearance and financial due diligence are conducted. Upon approval, the Ministry of Interior issues the 5-year residence permit. Processing takes approximately 30–45 days.
