The Investment Visa (Type "I") allows foreign investors to reside in and freely enter and exit Kyrgyzstan for the purpose of developing and managing their business. The program targets foreign nationals who invest capital in the Kyrgyz economy across eligible sectors including production, industry, agriculture, banking, energy, education, healthcare, engineering, construction, and information technology. Following 2023 amendments, the visa is now available for 5 or 10 years depending on investment level, making it the longest-validity visa in Kyrgyzstan's immigration framework. No separate work permit is required for the investor's own business activities.

Requirements
  • Minimum investment of 10 million KGS (~USD 115,000) for a 5-year visa, or 20 million KGS (~USD 230,000) for a 10-year visa

Duration & Renewal

The visa is issued for 5 years with an investment of at least 10 million KGS, or 10 years with an investment of at least 20 million KGS. Prior to the February 2023 amendments, investment visas had a maximum validity of 3 years. The visa is multiple-entry, allowing the holder to freely exit and re-enter Kyrgyzstan throughout the validity period. Renewal requires submitting a new application with updated investment documentation, including a copy of the previous visa.

Family Members

Spouse, minor children, and dependent parents may receive a Family Visa (Type "FF") valid for the same duration as the investor's visa. Under the 2023 regulations, family visas for dependants of investment visa holders are issued without consular service fees. Previously, family visas were limited to 1 year with annual renewal and did not include fee exemption. Dependants holding the Family Visa are not authorized to engage in employment in Kyrgyzstan.

Tax Implications

Kyrgyzstan applies a flat 10% personal income tax rate. Tax residency is established by spending 183 or more days in a 12-month period in the country. Non-residents are taxed only on Kyrgyzstan-sourced income. Investors must comply with all applicable tax filing requirements.

Application Process

The process involves two stages. First, the investor submits documentation to the Ministry of Economy and Commerce to obtain a written confirmation letter certifying investor status. Document review by the Ministry takes approximately 16 business days. Once the confirmation is obtained, the applicant submits the visa application with the confirmation letter and supporting documents to the Ministry of Foreign Affairs through a Kyrgyz embassy or consulate, or in-country via the MFA's consular department. Standard visa processing takes 5 to 7 working days, with expedited 3-day processing available at double the standard fee. No consular fee is specified for the investment visa itself.

Path to Residency

Investors may apply for a temporary residence permit (valid up to 3 years) after 6 months of residence. Permanent residence requires 5 years of continuous residence with a temporary residence permit. Foreign citizens cannot purchase agricultural land in Kyrgyzstan, though residential and commercial property purchase is permitted.

Employment Restrictions

The investment visa grants the right to develop and manage the investor's own business and to participate in tenders and auctions under Kyrgyz law. No separate work permit is required for the investor's own business activities. This distinguishes it from the work visa (Types W1/W2), which requires separate work permit authorization.

Large-Scale Investors

In August 2025, Kyrgyzstan enacted a new Law "On Investments in the Kyrgyz Republic" allowing investors committing at least USD 10 million with a strong international track record to sign individual investment agreements directly with the Cabinet of Ministers. These agreements grant visa support for key personnel along with tax and customs benefits and assistance with land plots. This regime supplements, but does not replace, the standard Type "I" investment visa, whose 5-year and 10-year tiers (10 million and 20 million KGS) remained in force and unchanged as of 2026.
