The Malaysia My Second Home (MM2H) programme is a long-term residence-by-investment scheme granting eligible foreign nationals a renewable Social Visit Pass with Multiple Entry Visa. Originally launched in 2002, the programme operates under the Immigration Act 1959/63 and is jointly administered by the Ministry of Tourism, Arts and Culture (MOTAC) through licensed MM2H tour operators and the Immigration Department of Malaysia. The programme was substantially overhauled in 2024-2025, replacing the previous single-tier system with four tiers: Platinum, Gold, Silver, and SEZ/SFZ.

Programme Tiers

Platinum (20 years): Fixed deposit of USD 1,000,000 (~MYR 4,500,000). Property purchase minimum MYR 2,000,000. Participation fee MYR 200,000. Employment and business activities are permitted.

Gold (15 years): Fixed deposit of USD 500,000 (~MYR 2,250,000). Property purchase minimum MYR 1,000,000. Participation fee MYR 3,000. Employment and business activities are not permitted.

Silver (5 years, renewable): Fixed deposit of USD 150,000 (~MYR 675,000). Property purchase minimum MYR 600,000. Participation fee MYR 1,000. Employment and business activities are not permitted.

SEZ/SFZ (10 years, renewable every 5 years): Fixed deposit of USD 65,000 (ages 21-49) or USD 32,000 (ages 50+). Property from designated zone developers at state-specific minimums. Participation fee MYR 1,000. Employment and business activities are not permitted.

Requirements

Application Process

All applications must be submitted through a licensed MM2H tour operating business under the Tourism Industry Act 1992. Direct or walk-in applications are not accepted. The process involves pre-screening by the licensed operator, submission to the One Stop Centre MM2H under MOTAC, and upon conditional approval: opening a fixed deposit account, completing a medical check-up, obtaining health insurance, and presenting documents for final endorsement. Processing takes 90 working days from submission, provided documentation is complete. Applications are submitted online via the MM2H Check N' Track System at mm2honline.motac.gov.my. The applicant must then purchase a qualifying property within the specified timeframe.

Duration & Renewal

Passes are renewed every 5 years (or per passport validity). Renewal requires a valid passport copy, latest medical report, health insurance, and a category-specific renewal fee: Platinum MYR 5,000, Gold MYR 3,000, Silver MYR 1,500, SEZ/SFZ MYR 300. Financial conditions must continue to be met.

Family Members

Eligible dependants include spouse, biological/step/adopted children under 21, single and unemployed children aged 21-34, disabled children of any age (with medical certification), and parents and parents-in-law. Foreign domestic helpers may be sponsored under the Platinum category only. No separate dependant fees or income requirements apply. Dependant children are eligible for a Student Pass for education up to tertiary level.

Financial Conditions

Fixed deposits must be placed with Malaysian financial institutions licensed under the Financial Services Act 2013 or Islamic Financial Services Act 2013. A maximum withdrawal of 50% of the principal deposit is permitted after approval for approved purposes: property purchase, education, medical expenses, or tourism activities. Property purchased under MM2H cannot be sold for 10 years unless upgrading to a higher-value property. SEZ/SFZ properties must be purchased directly from developers (no resale market).

Employment Restrictions

Only the Platinum tier permits employment and business activities. Silver, Gold, and SEZ/SFZ holders who wish to work must obtain a separate Employment Pass or Professional Visit Pass.

Tax Implications

Participants receive tax exemption on foreign funds and income, including fixed deposit interest. Foreign-sourced income is exempt from tax for Malaysian tax-resident individuals through 31 December 2026 per the Ministry of Finance. Participants spending 183+ days in Malaysia become tax residents and Malaysian-sourced income is subject to progressive rates of 0%-30%. No wealth tax, inheritance tax, or capital gains tax on foreign assets.

Residence Requirements

Participants under age 50 must maintain a minimum cumulative stay of 90 days per year in Malaysia. Participants aged 50 and above are exempt from the minimum stay requirement. The Multiple Entry Visa allows unrestricted entry and exit.

Important Notes
  • The MM2H Social Visit Pass does not provide a direct pathway to permanent residency or citizenship
  • Sabah and Sarawak have separate MM2H arrangements with different requirements and conditions
  • The pass is transferable to next-of-kin among registered dependants in the event of the principal's death
  • Full withdrawal of the fixed deposit terminates MM2H status
