The Employment Gold Card is Taiwan's flagship talent visa, designed to attract highly skilled foreign professionals without requiring employer sponsorship. Established under the Act for the Recruitment and Employment of Foreign Professionals, it is a 4-in-1 document combining a work permit, resident visa, Alien Resident Certificate (ARC), and re-entry permit into a single card. Since its launch in 2018, more than 16,600 Gold Cards have been approved, with over 8,600 currently valid as of April 2026. Holders enjoy an open work permit, generous tax breaks, and an accelerated path to permanent residency.

Applicants select a single field and a single qualifying criterion (Architecture is the exception, permitting multiple fields).
The card is issued for 1, 2, or 3 years, chosen at application. Extensions of up to 3 years per renewal can be requested online starting 4 months before expiration, and applicants must still meet the qualification criteria. Extension fees are NT$1,500 (1-year), NT$2,500 (2-year), and NT$3,500 (3-year).
Spouses, minor children, and adult children lacking self-care capacity may obtain Alien Resident Certificates. Spouses can apply directly for an open work permit without employer restriction. Parents of Gold Card holders may obtain one-year visitor visas, extendable and with no cumulative annual cap. Same-sex spouses are recognised where both countries recognise same-sex marriage. Once the holder is enrolled in National Health Insurance, dependants may enroll immediately with no separate waiting period.
Holders residing in Taiwan 183+ days per year become tax residents subject to progressive income tax (5–40%) on worldwide income. A 50% income tax reduction applies to the portion of annual salary exceeding NT$3 million for the first 5 years, and overseas income is exempt from basic income tax calculations during the same period.
The application is completed entirely online via the Foreign Professionals Online Application Platform: register, complete the form, upload documents, and pay the fees. Overseas applicants must have their passport inspected at a Bureau of Consular Affairs office or an ROC overseas mission. Processing typically takes 3–5 months end to end. The physical card is collected at an NIA Service Center, or within 30 days of arrival for overseas applicants.
Gold Card holders may apply for an Alien Permanent Resident Certificate (APRC) after 3 years of continuous residence with 183+ days per year. High earners (NT$6 million+ annually) may apply after just 1 year. Requirements include good character, sufficient financial means, and contribution to national interest. Taiwan degree holders can reduce the residency requirement by up to 2–3 years.
The NT$160,000 salary threshold refers to pre-tax salary demonstrated through tax documents, not offer letters. Certain visa types (ABTC, FL, FO, FR, IM, M, WH) cannot be converted to a Gold Card while in Taiwan. There is no minimum presence requirement to keep the Gold Card itself, but the tax exemption and APRC pathway both require 183+ days per year.
