No direct pathway
The Golden Residency is itself a long-term residence permit and does not directly lead to permanent residency or citizenship. Under the Omani Nationality Law (Royal Decree No. 17/2025), naturalization requires 15 years of continuous legal residence and fluency in Arabic.

Oman's Golden Residency Program offers long-term residence to foreign nationals who make qualifying capital investments in the Sultanate. Originally launched in October 2021 as the Investor Residency Program and relaunched in Salalah on 31 August 2025 under its current branding, the program is administered by the Ministry of Commerce, Industry and Investment Promotion (MOCIIP) through the Invest in Oman digital platform, with residence cards issued by the Royal Oman Police. Per the official MOCIIP announcement, the relaunched programme is a single renewable 10-year residence permit obtainable through seven approved investment routes, with the minimum entry threshold lowered to OMR 200,000 (approx. USD 520,000) — down from OMR 250,000 under the previous program. It supports Oman Vision 2040 and targets investors, entrepreneurs, and retirees wishing to establish long-term residence in Oman, with family inclusion guaranteed without restriction on age or number.

Investment Options

The minimum qualifying investment of OMR 200,000 can be met through any of seven approved routes:

  • Company stake — Establish or own a limited liability or public joint-stock company (100% ownership permitted) with capital and assets valued at OMR 200,000 or more
  • Real estate in an Integrated Tourism Complex — Fully constructed, registered property valued at OMR 200,000 or more
  • Government development bonds — OMR 200,000 or more, with at least 2 years remaining to maturity
  • Listed equities on Muscat Stock Exchange — Market value of OMR 200,000 or more
  • Fixed-term bank deposit — OMR 200,000 held for a minimum 5-year tenure
  • Company employing 50+ Omani nationals — OMR 200,000 in capital
  • Company nomination — By nomination under the Foreign Capital Investment Law

Qualifying investors also gain the right to own one property outside Integrated Tourism Complexes, in areas open to non-Omani ownership. Off-plan real estate purchases do not qualify, and listed equity values can fluctuate below the qualifying threshold.

Duration & Renewal

The Golden Residency is a single renewable 10-year residence permit. It is renewable upon expiry provided the qualifying investment is maintained and all conditions continue to be met, with renewal initiated approximately 3 months before expiry. The program does not lead directly to permanent residency or Omani citizenship; naturalization requires 15 years of continuous legal residence and fluency in Arabic under Royal Decree No. 17/2025.

Family Members

The main applicant may include first-degree family members — spouse, children, and dependent parents. The official MOCIIP announcement permits family inclusion without restriction on age or number. Family members receive residence cards for the same duration as the main applicant, with additional fees of approximately OMR 50–100 per family member. Holders may also sponsor domestic workers.

Tax Implications

Oman currently has no personal income tax. However, Royal Decree No. 56/2025 introduces a Personal Income Tax Law effective 1 January 2028, imposing a 5% tax on individuals earning over OMR 42,000 annually — making Oman the first GCC country to implement individual taxation. Corporate income tax of 15% applies to business operations. Investors may also acquire real estate outside Integrated Tourism Complexes under Ministerial Decision No. 58/2022, which grants qualifying investors the right to own one additional property for residential, commercial, or industrial use, provided it is not in a restricted zone.

Application Process

  4. The platform integrates services from over 22 public and private entities for streamlined processing
  5. Standard processing takes 30–60 working days; fast-track is available for high-value investments

Upon approval, the investor receives a residence card valid for 10 years. The card serves as proof of lawful residence — no separate entry visa is required. Holders may remain outside Oman for up to 6 continuous months without jeopardizing their residency status, and benefit from fast-track lanes at airports and border crossings.
