The Residence Permit for Highly Qualified Persons is a Swedish temporary residence permit that allows non-EU/EEA nationals holding a second-cycle university degree to enter Sweden for up to nine months to look for employment or investigate the possibilities of starting a business. Established under Chapter 5, Section 9 of the Aliens Act (Utlanningslagen, SFS 2005:716) through Government Bill 2021/22:134 and in force since 1 June 2022, the programme is administered by the Swedish Migration Agency (Migrationsverket). It targets highly educated professionals -- researchers, engineers, specialists, and other qualified individuals -- who wish to explore the Swedish labour market or entrepreneurial opportunities without first needing a job offer or employer sponsor. The permit sits within Sweden's broader work permit framework alongside standard work permits, the EU Blue Card, and the self-employment residence permit. If the holder secures employment or decides to start a business during the permit period, they may apply for the corresponding work or self-employment permit from within Sweden without needing to leave the country.

## Eligibility

Applicants must be non-EU/EEA citizens who have completed studies corresponding to a second-cycle qualification: a 60-credit or 120-credit Master's degree, a professional degree worth 60 to 330 credits, or a postgraduate/doctoral-level degree. The degree must be verifiable by the Swedish Council for Higher Education (Universitets- och hogskoleradet, UHR), and applicants must sign a mandatory power of attorney authorising UHR to verify their study documents. Applicants must be at least 18 years old to use the online e-service. There is no upper age limit.

## Financial Requirements

There is no income threshold. Instead, applicants must demonstrate bank savings of at least SEK 13,000 for each month of the permit period (approximately SEK 117,000 for a 9-month permit), plus sufficient funds for return travel to their home country. This is proven through bank statements, and the funds must be available at the time of application.

## Application Process

Applications are submitted online through Migrationsverket's e-service or via paper form (form 265511) at a Swedish embassy or consulate-general in the applicant's country of residence. The applicant must be located outside Sweden when applying and must have received the permit before entering the country. An in-person visit to the embassy is required to present the passport and provide biometrics (fingerprints and photograph). The Swedish Migration Agency reviews the application and communicates its decision via email or letter. Processing time at the 75th percentile is 7 months for complete applications and 8 months for incomplete applications (per the agency's currently published figures as of May 2026). The application fee is SEK 2,200.

## Duration and Restrictions

The permit is granted for a maximum of 9 months (never exceeding the validity of the applicant's passport) and cannot be extended or renewed -- it is a one-time permit with no provision for repeat applications. Importantly, it does not grant the right to work; holders who begin working without first obtaining a separate work permit risk deportation and future entry bans. The permit also does not confer Schengen travel rights beyond its scope. Holders may travel in and out of Sweden during the permit's validity.

## Family Members

The permit does not grant the right to bring family members. Dependants cannot accompany the holder on this permit type. However, if the holder transitions to a work permit or self-employment permit during or after the permit period, family members may then apply for residence permits under the new permit category.

## Path to Residency

The permit itself does not lead to permanent residency. However, if the holder transitions to a work permit during the permit period, permanent residency may be granted after four years of employment within a seven-year period.

## Important Considerations

- Holders must maintain valid comprehensive health insurance throughout the entire permit period
- For stays under one year, population registration with the Swedish Tax Agency (Skatteverket) is generally not required; however, holders residing in Sweden for more than 183 days may be considered tax residents
- The permit was introduced on 1 June 2022 as part of broader reforms to Swedish labour immigration policy that simultaneously tightened requirements for standard work permits
- **From 1 June 2026**, Sweden's standard work permit overhaul raises the salary threshold to SEK 33,390/month (90% of the median Swedish salary, up from 80% / SEK 29,680) and adds a comprehensive health insurance requirement for stays up to one year. These rules do not amend the highly qualified job-seeker permit itself, but they do raise the bar for holders who subsequently transition to a Swedish work permit; 152 shortage occupations are exempt from the higher threshold.
- The permit is distinct from the standard work permit (requires a job offer), the EU Blue Card (requires highly qualified employment with a minimum salary of approximately SEK 52,000 per month), and the self-employment residence permit (requires business ownership and SEK 200,000 in funds)
- Processing times are long, so applicants should plan well in advance
- The degree verification process through UHR may add additional time if the educational institution is slow to respond
- Overstaying the permit can result in deportation and re-entry bans

The Self-Employment Residence Permit (uppehallstillstand for egen foretagare) allows non-EU/EEA citizens to reside in Sweden for the purpose of establishing and operating their own business. Governed by Chapter 5, Section 10a of the Aliens Act (Utlanningslag 2005:716) and administered by the Swedish Migration Agency (Migrationsverket), the permit targets entrepreneurs and business founders -- including sole traders, partnership owners, and limited company shareholders -- who intend to actively run a business in Sweden where goods or services are sold or produced. It does not require a minimum capital investment amount but instead focuses on the applicant's business experience, business plan credibility, and financial capacity. The permit functions as a probationary pathway: granted for up to two years at a time, during which the business must demonstrate viability, after which the holder may apply for permanent residency.

## Business Structure

The business's goods or services must be sold or produced in Sweden -- purely remote businesses serving only foreign clients may not qualify. Common business forms include sole trader (enskild firma), trading partnership (handelsbolag), and limited company (aktiebolag). After entry, the business must be registered with Bolagsverket (Swedish Companies Registration Office). Holders must also register for F-tax (F-skatt) with Skatteverket (Swedish Tax Agency), pay preliminary tax monthly, and file annual tax returns. VAT registration may be required depending on turnover and the type of business.

## Application Process

First-time applicants must apply from outside Sweden at a Swedish embassy or consulate-general in their country of residence -- not all Swedish diplomatic missions handle migration cases. Applications can be submitted online via Migrationsverket's e-service or by paper form (form 125011). After submission, the applicant attends an appointment at the embassy to present their passport and provide biometrics (fingerprints and photograph). Migrationsverket then conducts a financial assessment of the business plan. Applicants who already hold a work permit, active study permit, or job-seeker permit in Sweden may apply from within the country before their current permit expires. Processing time for first-time applications is approximately 15 months for 75% of recently decided cases. The application fee is SEK 2,000 for the main applicant, SEK 1,500 per adult family member, and SEK 750 per child.

## Duration and Renewal

The permit is granted for a maximum of two years per grant during the probationary period and cannot exceed the validity of the applicant's passport. Extension applications may be submitted no earlier than 2 months before expiry and must be filed before the current permit expires to maintain the right to continue working while the application is pending. Extensions require the same documentation as the initial application plus annual business reports, tax returns, tax account statements, and 6 months of bank statements. The extension fee is SEK 2,000.

## Path to Permanent Residency

After at least 2 years on the self-employment permit with an established and viable business, holders may apply for permanent residency. The business must generate sufficient post-tax income to cover housing costs plus a statutory maintenance amount of SEK 6,243 per month for a single adult (2026 figure; SEK 10,314 per month for a couple, with additional amounts per child by age). Applicants must demonstrate good conduct and have no outstanding debts with Kronofogden (Swedish Enforcement Authority). EC long-term residence status is possible after 5 continuous years of legal residence.

## Family Members

Spouses, registered partners, cohabiting partners, and unmarried children under 18 may apply simultaneously or after the main applicant receives their permit. Family processing times are substantially shorter -- approximately 2 months for complete applications. Adult family members and children aged 16 and over receive work permits alongside their residence permits, allowing employment with any employer. If the main applicant applies for permanent residency, family members must have held their permits for a qualifying period and demonstrate self-sufficiency to also receive permanent status.

## Important Considerations

- Published first-time processing (around 15 months) remains substantially longer than for employee work permits
- The requirement for significant industry and business experience can be a barrier for first-time entrepreneurs
- Minority shareholders who own less than 51% of the business do not qualify
- The holder may only work in their own business; the permit does not authorize employment with other companies
- Holders who stay for at least one year should register for population registration (folkbokforing) with Skatteverket to receive a personal identity number (personnummer) and access public healthcare
- Extended absences from Sweden may affect the assessment of whether the business is genuinely operated in the country
