Uzbekistan's Investment Visa (инвестиционная виза, INV) is a multiple-entry visa programme granting foreign investors and their families long-term residency rights in exchange for capital investment in Uzbek enterprises or real estate. The programme was introduced by Presidential Decree No. UP-5611 of 5 January 2019 and formalized as a distinct visa category by Presidential Decree No. UP-5833 of 19 September 2019. It is administered jointly by the Ministry of Foreign Affairs (for visa issuance abroad) and the Ministry of Internal Affairs, Department for Migration and Citizenship (for residence permit issuance within Uzbekistan).

The programme offers three investment routes with different thresholds, durations, and benefits.

Investment Options

Enterprise investment route

  • Minimum investment: 8,500 times the base calculation value (approximately USD 290,000 in mid-2026) in the authorised capital of a Uzbek enterprise, or through share/equity acquisition
  • Provides a 3-year multiple-entry visa, renewable without leaving Uzbekistan
  • Leads to a 5-year residence permit; investors aged 60 or over receive a 10-year permit

Large-scale enterprise investment route

  • Minimum investment: USD 3,000,000 in an enterprise engaged in production of goods or services
  • Provides a 10-year residence permit

Real estate investment route

  • Available to citizens of 111 designated countries
  • Minimum investment thresholds by region:
    • Tashkent city and Tashkent region: USD 300,000
    • Samarkand, Bukhara, Namangan, Andijan, Fergana, Khorezm regions: USD 200,000
    • Republic of Karakalpakstan and other regions: USD 100,000
  • Only newly constructed residential property on the primary market qualifies
  • Provides a permanent residence permit (identification card) for an indefinite period

Duration & Renewal

The enterprise investment visa may be extended without leaving Uzbekistan for unlimited periods, provided the investment is maintained. If the investor's registration status changes, authorities must be notified within three days for visa adjustment review. The real estate residence permit is issued for an indefinite period and does not require renewal. The permanent residence identification card may be cancelled if the holder is absent from Uzbekistan for more than three consecutive years without valid justification.

After 5 years of permanent residence, holders may apply for Uzbek citizenship.

Family Members

Under the enterprise route, spouses, parents, and children receive guest visas matching the investor's duration, renewable without leaving Uzbekistan. Under the real estate route, family members are included at no additional cost and receive identification cards valid for 5 years (10 years for investors and those aged 60+). All family members have the right to employment, access to medical services, and education on equal terms with Uzbek citizens.

Tax Implications

Holders present in Uzbekistan for 183 or more days in a 12-month period become tax residents and are subject to the flat 12% personal income tax on worldwide income. Non-residents are taxed at 20% on Uzbekistan-sourced income. The corporate tax rate is 15%. Investors may negotiate additional tax incentives — including rate reductions of up to 50% for up to 3 years — through an Investment Agreement with the government.

Application Process

Enterprise route (abroad): The investor's registered Uzbek company submits documentation to the Ministry of Foreign Affairs Consular Department. The visa is issued through Uzbek embassies or at international airports upon arrival.

Enterprise route (within Uzbekistan): Applications are submitted to territorial internal affairs offices along with the relevant investment certificates.

Real estate route: Applications are submitted to the Department for Migration and Citizenship of the local district or city Internal Affairs unit, with proof of property ownership and standard documentation. Processing takes up to 68 working days.

The base calculation value used for the enterprise investment threshold is indexed annually; applicants should confirm the current USD equivalent at the time of application.
